The next ISP


The International Council,

DECIDES that the planning process for the ISP 2010-16, the ISP itself and the implementation process must in every way adhere to AI’s principles of transparency, accountability and traceability

DECIDES that it is an explicit objective of the planning process, the ISP itself and the implementation period to:

strengthen AI’s strategic and operational planning, both at international and national level, so as to achieve greater efficiency and impact;

assess the effectiveness and efficiency of operations and spending policies of sections and structures, with a view to identify the most cost-effective approaches and to identify where resources can be best used;

reassess AI’s decision-making practices with the aim of making AI more impact-oriented and accountable;

structurally strengthen AI’s internal evaluations and assessment practices;

structurally grow AI’s strategizing capacity



EVALUATIONS

DECIDES that in preparation for the work with the next ISP, the IEC will

undertake an evaluation of the preparation processes for the present IS

undertake a thorough evaluation of the present ISP, including:

        o The ISP as an effective tool for planning and prioritizing the movement’s activities and resources

        o The achieved impact in relation to objectives and strategies



Role of the ISP

DECIDES that , on the basis of the evaluation of the ISP, the IEC will decide on relevant changes and modifications to the structure, style an d format of the ISP 2010-16.

DECIDES that the IEC will no later than January 2009 present to the movement a final draft of an Integrated Strategic Plan for 2010-16, which:

is a plan for the whole movement and takes into account movement-wide resources;

sets out clear priorities for the movement as a whole and makes provisions for work not included in the plan;

sets out objectives and goals which are measurable and have clear result indicators;

includes an estimate of the resources needed to implement the ISP’s objectives and strategies to acquire the necessary resources with the aim of ensuring correspondence between the movement’s campaigning strategies, growth strategies and financial strategies;

is structured in such a way as to allow for adequate monitoring of progress and impact;

is formulated and structured in such a way as to allow for accountability and traceability throughout the movement;



Planning process

DECIDES that the IEC will no later than November 2007 present to the movement the terms of reference for a committee on the ISP 2010-16

DECIDES that the IEC will no later than April 2008 present to the movement an inclusive, movement-wide coordinated and integrated planning process for the development of the ISP 2010-2016

The planning process:

will be based on the evaluations of the present ISP and the planning processes for the present ISP

will be presented to the first Chairs Forum after ICM 2007;

will include provisions for the process of integration, co-ordination and convergence through the ISP-cycle which will allow the ISP to be a plan for the whole movement;


Implementation

DECIDES that the IEC will no later than at the ICM 2009 present to the movement a proposal for how to implement the ISP 2010-16.

DECIDES that the implementation of the ISP must include the following provisions:

All AI entities will be involved in the development of the ISOPs on an operational level.

Chairs’ Forum meetings and the development of ISOPs must be timed to allow sections and structures to give considered and adequate feedback via Chairs Forum.

Adjustments of the plan’s objectives, strategies and timelines must be decided by the International Council and the Chairs’ Forum;



Accountability

    DECIDES that the IEC will, based on the evaluation of the present ISP, recommend to the ICM 2009 the necessary tools for monitoring, assessing and evaluating the impact of objectives and strategies in the ISP 2010-16.

    DECIDES that all AI entities must report once a year to the movement on their implementation of the ISP and present their report to the International Council and the Chairs’ Forum
