Resolution om treårscykel för det internationella rådsmötet (ICM)

Bakgrund
Den svenska sektionen lade fram en resolution till ICM 2003 om att övergå till att ha ICM vart tredje år, i stället för som nu vartannat år. ICM 2003 beslutade att uppdra åt den internationella styrelsen (IEC) att förbereda ett eventuellt förslag till stadgeändring till ICM 2005.
En tanke med resolutionen 2003 var att ICM skulle hållas 2006, 2009 o s v, och 2009 skulle bli det ICM då beslut om en ny internationell handlingsplan (ISP) fattades. En fortsatt tvåårscykel innebär att de kommande ICM efter 2005 hålls 2007 och 2009.
Beslutet att lägga fram en resolution om förändrad rådsmötescykel togs av årsmötet i Härnösand 2003.
Nuläget
Vad vi vet så har IEC ännu inte fattat något beslut i frågan och inte heller tagit fram något underlag. Vi bör emellertid utgå från att IEC kommer att komma med ett förslag till ICM.
Om den svenska sektionen vill fortsätta driva frågan på ICM 2005 kan det vara lämpligt att komplettera argumentationen om konsekvenser för den internationella handlingsplaneprocessen.
En treårscykel för ICM innebär förmodligen att man ser en sexårig handlingsplaneperiod mer som 2 x 3 år, till skillnad från den uppdelning i 3 x 2 år som nu råder, vilket kan få konsekvenser för bl a IS operativa tvåårsplaner (ISOP). Att till ICM 2005 föreslå en omedelbar övergång till en treårscykel innebär att ICM äger rum 2008, 2011 o s v, vilket kan bli svårt att förena med den nuvarande ISP-processen. En möjlighet skulle kunna vara att föreslå att organisationen går över till en treårscykel för ICM fr o m ICM 2009. En tänkbar invändning mot ett sådant förslag skulle kunna vara att frågan är för tidigt väckt och resultera i att ICM återigen för tillbaka förslaget till IEC för vidare utredning.
Förslag till beslut
Sekretariatet föreslår att styrelsen i första hand fattar beslut om man avser att driva frågan på nästa ICM i form av en ny resolution, eller om man avser att invänta IECs förslag till beslut.

The International Council
1. DECIDES
to amend Article 14:
The International Council shall consist of the members of the International Executive Committee and of representatives of sections and shall meet at intervals of not more than
three

Explanatory Note
There are several reasons to move to a three-year International Council cycle.
The International Councils are extremely expensive. The cost for the International Council is about £750,000. The cost savings from the one ICM that would no longer be held every six years could free funding for at least ten other global meetings within the movement with a more varied participation than the delegates to an International Council.
Furthermore, the movement agreed to establish the Chairs Forum at the 2001 International Council. In earlier discussions, some sections expressed their fears that the proposed three-year cycle would reduce membership involvement in international decision-making. To address these legitimate concerns the Chairs Forum will allow sections to give their input during the years between the International Council.
In addition, the time between International Councils for undertaking studies, reviews etc. is today, in practice, very limited. When including the appropriate time for translations, proper movement-wide consultations and proper internal section/structure consultations many studies/reviews are stressed, which could affect the quality of the consultation and the study/review itself. Often studies are not finalized within the cycle between two International Councils, which could most probably be avoided with a three-year cycle.
Finally, when AI now moves into a six-year Integrated Strategic Plan cycle, it makes sense to let the plan work for three years (instead of two) before meeting at the International Council to view the outcome. We need to give ourselves more time to plan, act and evaluate our activities.
The proposed changed cycle should take place in time for the next International Council, which would then be held in 2006. This means the new cycle supports the Integrated Strategic Plan (ISP) cycle as well, since the 2009 International Council would decide upon the next ISP.
The proposed changes affect Article 28 with the change of a two to a three year period of holding office within the International Executive Committee but we do not find that Article 15 has to be changed in relation to the assessment.

DECIDES
that it is desirable to work towards a three year cycle for the ICM, and asks the IEC to prepare for a possible Statute amendment in 2005.
